How the Island's Tree Rules Work

Tree Service in Sullivan's Island is mostly paperwork before it's sawdust. The town protects any tree with a trunk diameter of 6 inches or more at breast height, and removing one requires a Tree Removal Permit through the town's online permit portal. Trees of 16 inches or more are classed as significant and need Tree Commission approval. Even pruning has limits here. We know the steps and can tell you how much lead time a job really needs.

Pruning rules

The town follows ANSI A300 standards for pruning. Dead limbs can come off any time. No more than 25% of a tree's live crown may be removed in a year, topping is prohibited (crepe myrtles included), and the town wants notice before any limb more than 6 inches wide is removed. For most homeowners that means a sensible trim is fine, but a big reduction over a roof may have to be spread across two seasons.

Removal, mitigation and fees

Healthy-tree removals need a mitigation plan. Replacement is one inch of trunk for every inch removed, with each new tree at least 2 inches in diameter and 10 feet tall. Removing live oaks, magnolias, red cedars or pecans requires replacement with preferred native species from the town's list. Palmettos can make up no more than a third of required mitigation, counted at a maximum of 4 inches each. If you pay a fee instead of replanting, the 2026 rate is $230 per inch of DBH, or $76 per inch for pines, refunded once replacement trees pass inspection.

Hazard trees

A tree that is diseased, dying or structurally threatening can go through a hazard permit, which needs a written recommendation from a certified arborist (ISA, ASCA or equivalent). Hazard removals with that recommendation carry no mitigation or permit fees. A tree whose main trunk sits within 5 feet of a home's foundation, or a palmetto within 5 feet of the roofline, may also qualify.

Commission timing

The Tree Commission meets on the fourth Monday of each month at Town Hall, and applications are due by the Friday of the week of the meeting. Plan around that calendar. A request that needs Commission approval can take a month or more, so start early if you want work done before hurricane season.

Palmettos and the island's past

In 1776, defenders at Fort Moultrie held off a British fleet behind walls of sand-filled palmetto logs, which is why the palmetto is on the state flag. Hurricane Hugo's eye passed directly over the island in 1989. Dominion Energy trims along its rights-of-way here on a five-year cycle. Sullivan's Island Questions

Can I trim my own oak on Sullivan's Island without telling anyone?

Small cuts and deadwood removal are fine. Removing more than 25% of the live crown in a year, topping, or taking a limb over 6 inches wide without notifying the town are not. When in doubt, ask the town first.

How long does Tree Commission approval take?

The Commission meets on the fourth Monday of each month, with applications due by the Friday of that week. Allow at least a month, longer if the Commission asks for changes.

Do palmettos count toward mitigation?

Yes, but only up to one-third of the required inches, and each palm counts as no more than 4 inches. Most of the replacement has to be native shade trees from the town's list.

Is there a way to avoid fees for a dying tree?

Hazard removals supported by a certified arborist's written recommendation carry no permit or mitigation fees. Photos of decay, cracks or dieback help support the request.
