First, Find Out Whose Rules Apply
Tree Service in James Island has a wrinkle that catches a lot of homeowners off guard. The island is split among the Town of James Island, the City of Charleston and unincorporated Charleston County. The town has about 11,500 residents, roughly 20,000 islanders live inside Charleston's city limits, and about 6,000 more live in the unincorporated county. Each has its own tree rules, and they don't match. Before we price a removal, we confirm which one covers your lot.
The town's grand tree rule is stricter than its neighbors'
Inside the Town of James Island, a grand tree is any species measuring 18 inches or more in diameter at breast height, except pine and sweet gum. The city and county both use 24 inches. Lowering the town's threshold from 24 to 18 inches went through council readings in 2024. A grand tree in the town can't be removed without a grand tree removal permit, and the town also requires a permit to remove more than 25% of a tree's canopy or to take off three or more limbs 6 inches or larger in diameter.
What that means for pruning
That canopy rule matters for routine trimming. A good pruning job on a big oak rarely removes anything close to a quarter of the crown in one visit anyway; industry standards favor smaller, selective cuts. But clearing a roof, a driveway and a power drop all at once can add up to several large limbs. If your job crosses either limit, the town wants to hear about it first. We'll tell you during the estimate whether it does, and plan the work in stages if that keeps it under the line.
Hazard trees and invasive species
A grand tree that is dead, diseased or dying, or that poses an imminent safety hazard, can be approved for removal, with the determination made by the Planning Director or a qualified arborist. Trees on the invasive species lists from Clemson Extension and the South Carolina Exotic Pest Plant Council are exempt from the ordinance, which can matter for Chinese tallow (popcorn tree) and similar volunteers in overgrown back lots. If a tree doesn't qualify, the remaining route is a variance from the Board of Zoning Appeals.
Old oaks, low ground
Oaks more than 100 years old line the entrance to Riverland Terrace, beside the Wappoo Cut, and salt marsh shapes much of the town. Marsh-edge yards stay damp, and trees there tend to have broad, shallow root systems and heavy limbs reaching toward the open light over the water. Those are the limbs that come down in tropical storms. Reducing their length and weight is usually a better first step than removal.

James Island Tree Rules at a Glance
- 18-inch grand trees. The Town of James Island defines a grand tree as any species 18 inches DBH or larger, except pine and sweet gum; removal requires a grand tree removal permit.
- Canopy and limb limits. A town permit is also required to remove more than 25% of a tree's canopy or three or more limbs that are 6 inches or more in diameter.
- A divided island. About 11,500 people live in the town, about 20,000 in the City of Charleston and about 6,000 in unincorporated Charleston County, each with separate rules.
- Fourth incorporation. The town incorporated in 1993, 2002 and 2006, losing court challenges each time, and incorporated a fourth time by referendum on April 24, 2012.

James Island Questions
How do I know if my James Island home is in the town or the city?
Your property tax bill lists the municipality, and Charleston County's online parcel map shows it too. Neighboring houses can fall under different governments, so don't assume. We check this for every estimate on the island.
My oak is 20 inches across. Is it a grand tree?
Inside the Town of James Island, yes, unless it's a pine or sweet gum. In the City of Charleston or the unincorporated county, a 20-inch tree is below the 24-inch grand tree line. Measure at 4.5 feet above the ground: circumference divided by 3.14.
Can you prune a big limb over my roof without a permit?
One limb usually isn't a problem. In the town, removing three or more limbs of 6 inches or more, or more than 25% of the canopy, needs a permit. We'll count with you during the estimate.
What about a Chinese tallow taking over my back lot?
Species on the Clemson Extension and South Carolina Exotic Pest Plant Council invasive lists are exempt from the town's ordinance. Tallow seeds spread quickly, so removal plus stump treatment or grinding keeps it from coming back.
