Folly's Tree Alteration Permit
Tree Service in Folly Beach runs through City Hall more often than most places. After council tightened its ordinance, owners need a tree alteration permit to remove any tree, protected or not, and the application includes a landscape plan showing tree locations and sizes. Ten species are protected, including the maples, magnolias and native oaks. Local reporting indicates pines aren't on that list, but taking down a healthy non-protected tree 12 inches or more in diameter still requires mitigation.
How mitigation works here
Replacement has to match the removed trunk diameter, so a 12-inch tree can be replaced with one 12-inch tree or two 6-inch trees. Protected trees are replaced with the same species or an accepted shade species; non-protected trees are replaced with species from the city's protected list. Instead of replanting, an owner can pay the average of two written nursery quotes for the replacement trees. The fee is waived when an ISA-certified arborist finds the tree diseased, dying or hazardous, so a documented condition report can make a real difference to your cost.
Palmettos, power lines and a city grant
Sabal palmettos are everywhere on Folly, and plenty were planted under overhead lines. When Dominion Energy cut down palmettos for line clearance, the city set up a $10,000 grant to help replace them, paying up to $100 or one-third of the replacement cost. For the palms you keep, the main maintenance is removing dead fronds and seed stalks. Don't let anyone strip the green fronds into a narrow "hurricane cut"; it weakens the palm and doesn't make it safer.
Wind and salt
During Tropical Storm Debby in 2024, the National Weather Service's Folly Beach South End station recorded sustained winds of 39 knots with a 55-knot gust, the highest gust in the Charleston-area summary. Trees here also take salt spray and sandy, fast-draining soil, so they grow short, dense and wind-shaped. Pruning on the island is about removing deadwood and crossing limbs while keeping the crown dense enough to protect itself. Heavy thinning lets salt and wind into the interior.
A lot of second homes
At the 2020 census, 55.8% of Folly Beach's 2,391 housing units were vacant, which mostly reflects vacation and seasonal homes. If you own a rental or a second home, you may not see a cracked limb until a guest reports it. We can do a walk-through before hurricane season and send photos with the estimate.

Folly Beach Tree Rules
- Permit for any removal. Folly Beach requires a tree alteration permit to remove any protected or non-protected tree, with a landscape plan showing tree locations and sizes.

- Strongest Debby gust. The NWS Debby summary lists Folly Beach South End at 39-knot sustained winds and a 55-knot gust, the highest in its Charleston-area list.

Folly Beach Questions
Do I really need a permit to take out a small pine on Folly?
The ordinance requires a tree alteration permit for removing any tree. Whether mitigation applies depends on size and health; a healthy non-protected tree under 12 inches generally doesn't trigger it. Check with the city before cutting.
How can I avoid the mitigation fee for a sick tree?
The fee is waived if an ISA-certified arborist finds the tree diseased, dying or hazardous. Get that assessment in writing before removal, along with photos of the defects.
Should my palmettos get a hurricane cut before storm season?
No. Removing healthy green fronds stresses the palm and can weaken the bud. Take off only dead fronds and seed stalks; a full crown is a palmetto's best wind protection.
Can you check my rental house trees while I'm away?
Yes. We can look at the trees, photograph anything of concern and send a written estimate before any work starts. Let us know about guest schedules so we don't arrive during a stay.
What grows well as a replacement tree on Folly?
Replacement trees have to come from the city's protected species list or accepted shade species, so start there. On an exposed lot, salt-tolerant natives like live oak, southern magnolia and red cedar do better than most ornamentals. Plant them where they won't reach overhead lines, and water them through the first summer.
